BRUSSELS/GENEVA, (Unib Rashid) – September 23, 2026. Representing the World Muslim Congress (WMC), Mr. Altaf Hussain Wani delivered a powerful intervention during the General Debate on Item 4 at the 63rd session of the United Nations Human Rights Council (UNHRC), calling for immediate international intervention to stop systemic human rights violations in Indian-occupied Kashmir.

In a scathing address to the Council, Mr. Wani accused the Indian state of waging a “slow-motion genocide” aimed at erasing the identity, history, and memory of the Kashmiri people. He presented a grim statistical reality of the crisis, citing over 100,000 martyrs, 10,000 enforced disappearances, and more than 8,000 recorded extrajudicial executions.

The WMC highlighted the weaponization of sexual violence and the use of torture as instruments of state policy, noting that these atrocities are carried out with total impunity.

Beyond physical violence, Mr. Wani alerted the Council to what he termed “constitutional terrorism.” He argued that the dismantling of the state’s autonomy has paved the way for demographic engineering and settler colonialism, disguised as “development” projects designed to alter the region’s Muslim-majority fabric.

“This is the Hindutva agenda in action,” Mr. Wani stated, pointing to the rewriting of textbooks and the falsification of history to render Kashmiris strangers in their own land. He further criticized the judiciary for failing to act as a guardian of the law, alleging that it now serves the interests of the BJP government.

Concluding his address, the World Muslim Congress challenged the silence of the international community, asserting that “silence is not neutrality; it is complicity.” The WMC demands that the UNHRC move beyond rhetoric and hold the aggressor accountable to prevent further atrocities.
