Ambassador Munir Akram’s Distinguished Brussels Tenure Reflected Pakistan’s Diplomatic Strength in Europe

ISLAMABAD/BRUSSELS (Unib Rashid) – Ambassador Munir Akram is widely regarded as one of Pakistan’s finest diplomats, whose distinguished tenure in Brussels remains a remarkable chapter in the country’s diplomatic history. Known for his strategic vision, strong economic diplomacy, and exceptional understanding of multilateral affairs, Ambassador Akram played a key role in strengthening Pakistan’s engagement with Europe and later rose to the highest ranks of global diplomacy.

From 1988 to 1992, Ambassador Munir Akram served as Pakistan’s Ambassador to Belgium while concurrently holding accreditation as Ambassador to Luxembourg and Ambassador to the European Community/European Council. Stationed in Brussels — widely regarded as the political heart of Europe — he represented Pakistan during a crucial period marked by major economic and institutional developments within the European Community.

During his diplomatic assignment in Brussels, Ambassador Akram focused extensively on protecting and advancing Pakistan’s economic interests in Europe, particularly in the textile sector, which formed the backbone of Pakistan’s exports at the time. His efforts proved instrumental in maintaining Pakistan’s access to European markets through several key agreements and negotiations.

Among the major achievements during his tenure was the implementation of amendments under the 1989 Textile Agreement within the framework of the Multi-Fibre Arrangement (MFA), which ensured continuity for Pakistan’s textile exports under European quota arrangements.

He also led important consultations that resulted in the 1991 Textile Agreement Extension, safeguarding market access for Pakistani cotton and textile products across Europe during a highly competitive period for global trade.

In addition, Ambassador Akram actively facilitated the practical implementation of the 1986 Economic Cooperation Agreement between Pakistan and the European Community, strengthening trade preferences and enhancing economic cooperation mechanisms between both sides.

Beyond economic diplomacy, Ambassador Akram worked consistently to deepen Pakistan–Belgium bilateral relations through trade promotion initiatives and sustained political engagement. Belgium’s strategic position as one of Europe’s major trade and logistics hubs provided Pakistan with valuable opportunities to expand its commercial outreach across the continent.

Ambassador Munir Akram would later emerge as one of Pakistan’s most accomplished multilateral diplomats. He served as Pakistan’s Permanent Representative to the United Nations in Geneva from 1995 to 2002 and later in New York from 2002 to 2008, and again from 2019 to 2025.

Throughout his illustrious diplomatic career, he served two terms as President of the United Nations Security Council and also held several prestigious international positions, including President of the UN Economic and Social Council (ECOSOC), Chairman of the Group of 77 Developing Nations and China, President of the UN Conference on Disarmament, and Chairman of the World Trade Organization’s Trade Policy Review Committee.

As Pakistan revisits the proud chapters of its diplomatic history in Brussels, Ambassador Munir Akram’s tenure stands as a lasting example of dedication, foresight, and unwavering commitment to advancing Pakistan’s interests on the global stage. His contributions continue to inspire future generations of diplomats and policymakers, reflecting the enduring value of principled and visionary diplomacy.
