London, (Shahzad Ali) __ It is anticipated that thousands of additional young individuals will benefit from these initiatives over the course of the next three years. This significant investment aims to expand apprenticeship opportunities for young people and to align skills training more closely with local employment prospects.
The reforms include coverage of the full cost of apprenticeships for eligible young people under the age of 25 at small and medium- sized enterprises (SMES). The removal of the 5% co- investment requirement for SMES means that training costs are fully covered for all eligible apprentices, thereby increasing access and reducing financial barriers for both young people and businesses.
Furthermore, the package introduces a new wave of foundation apprenticeships in sectors such as retail and hospitality, aimed at facilitating young people’ s entry into the workforce.
To support this, a £140 million pilot program will enable Mayors to connect young individuals – particularly those classified as not in education, employment, or training (NEET)- with apprenticeship opportunities at local employers.
This initiative will be implemented in partnership with regional leaders who possess an in- depth understanding of their local economic contexts, ensuring that training provided aligns with regional employer needs. In addition, new flexible, short- duration courses in innovative fields such as AI, engineering, and digital skills are scheduled to commence from April 2026.
These courses will be complemented by collaborations with the defence sector to develop work- based training options that facilitate upskilling of the existing workforce in critical skill areas.
Prime Minister Keir Starmer stated that for too long, success has been measured solely by university attendance. This narrow perspective has constrained opportunities and erected barriers that must now be dismantled.
He has said that Apprenticeships should command the same respect and offer the same opportunities as academic pathways. Therefore, the government is committing £ 1. 5 billion through the Youth Guarantee and the Growth and Skills Levy to create 50, 000 additional apprenticeships and foundation apprenticeships over the next three years.
This effort aims to elevate the perception of apprenticeships, placing them on equal footing with university education, and forms a vital part of our broader strategy to enable two- thirds of young people to pursue higher- level learning or apprenticeships. ” This comprehensive approach underscores a commitment to fostering equitable access to professional development opportunities for young people, thereby contributing to national economic growth and social mobility.
